1. Cut the scallions vertically.
2. Put scallions in the water for about 10 to 15 minutes so that its stinging taste goes away.
3. Mix all of sauce ingredients and stir it thoroughly.
4. Pick all of scallions out of water, and place them on nice size bowl.
5. Mix the sauce and scallions thoroughly ( with your hand!).
